This project is located in Jacksonville’s historic Springfield neighborhood, adjacent to Shands Medical Center. It consists of reconstructing two 50-plus year old disconnected city streets, a new crossing of Hogan Creek, major utility involvement, a very narrow right-of-way, coordination with the medical complex and public outreach to the surrounding established residential neighborhood.
Prosser Hallock’s services have comprised right-of-way definition, public outreach, roadway and drainage design, environmental permitting, structural design, contamination assessment and property negotiations. In addition, maintenance of vehicular and pedestrian access to the medical complex and surrounding neighborhood during construction has been a major challenge.
