This project focuses on creating a suite of model ordinances promoting Smart Growth principles, supporting Georgia's Coastal Regional Comprehensive Plan, coalescing with the Georgia Department of Natural Resources Coastal Management Program and the Coastal Regional Commissions intiative to preserve prime agricultural and regionally important resources.
The use of Purchase of Development Rights (PDR's), Transfer of Development Rights (TDR's), Conservation Subdivisions, a hybridized form-based code for Planned Unit Developments and a precedent-based regional guidelines are the primary tools used to implement the required scope. Specifically, this process has found its greatest success through the use of workshops and meetings to gain consensus and develop strategies based on stakeholder input.
