Prosser Hallock led a team of engineers and environmental scientists in analyzing long-range traffic, designing and permitting interstate improvements and developing project exhibits for display in public spaces. Our specific services included, long-range traffic analysis, roadway design, drainage design, traffic signal design, stormwater and wetland permitting, structural design and right-of-way acquisition. Being on the interstate system, review by and coordination with the Federal Highway Administration, Florida Department of Transportation, US Army Corps of Engineers and St. Johns County was required.
This project developed as a solution to long-term morning and evening traffic congestion on Interstate 95 and also on County Road 210. In addition, mile-long-plus queues of exiting traffic from the interstate each weekday afternoon presented on-going and serious safety concerns. We developed the design, negotiated right-of-way acquisitions, completed environmental permitting and solicited bids for construction. During the bid advertisement period, our customer directed us to roughly double the size and complexity of the project. This we accomplished without delaying the bid opening. A second major project expansion was accomplished during construction without delaying the project.
