Stabilization Program

City of Jacksonville

The Housing and Recovery Act of 2008 (HERA) authorized the use of Federal funds to stabilize communities suffering from foreclosure and abandonment of properties.  The City of Jacksonville received $26 million dollars in HERA federal funds

Our responsibilities included the direct management of program participants who performed various functions pertinent to the RFP including those of construction, administration, accounting, legal, environmental and sustainability matters.

Prosser Hallock was charged with creating a management program and project organization along with managing, programming, tracking and creating sustainable specifications for implementation and to meet Federal Guidelines.  In conjunction with HAND, our team developed the methodology for NSPI which included the following customized elements:


• Consultant and Contractor Management

• Liason to regional banks

• Developed Custom Financial Tracking and Monitoring Systems

• Created Sustainable Construction Specifications based on Leadership in Energy and Environmental Design (LEED) and Florida Green Building Coalition (FGBC) criteria

• Developed Contract documents including General Conditions

• Developed construction tracking methodology

• Provided administrative counsel

• Provided Sales training and counsel

• Provided lender counsel and interface
